Signing of protocol on gas possible if obligations of all parties defined

Russia has created all the conditions for Ukraine to buy Russian gas, so there is no need to sign any binding protocols on gas supplies for the third quarter, Russian Energy Minister Alexander Novak told reporters.

If the signing of such documents becomes necessary, Russia will insist that they stipulate firm obligations of all participants in negotiations: Russia's on gas supplies, Ukraine's on pumping gas into underground storage and the European Union's on provision of financing.

"The main goal that the European and Ukrainian parties are pursuing is to sign some binding protocol, similar to the protocol that was signed for the winter period. We note that if some kind of document is signed then everyone should have obligations in it. In this case, what could the European Commission's obligations be; the only obligation is to provide money so that Ukraine buys gas for underground storage. Therefore, in our draft we are spelling out specific obligations. Among other things, the European Commission will ensure the allocation of money to the Ukrainian side if necessary," Novak said.

"Right now there is very vague wording: the European Commission might consider the possibility of considering the possibility of providing financial assistance to Ukraine. Such consideration of the possibility squared," Novak said.

"We believe that we have provided every opportunity to pump in gas, providing a decent discount, making the price of gas for Ukraine in according with the discount absolutely competitive with other countries, and there are no reasons for Ukraine not to buy gas right now," Novak said.
