"Russian terrorists are shelling Ukrainian cities en masse today. Civilian and critical infrastructure is under attack. One of the first targets was a playground, museums and educational institutions. Unfortunately, people died. We need to be prepared for temporary interruptions in electricity, water supply, and communications," he wrote on the Telegram channel.

The prime minister noted that the main goal of Russia is to sow panic, scare, leave Ukrainians without light and heat.

"All services are working on the sites, we are promptly restoring our infrastructure. We will do everything to restore all facilities as quickly as possible. Thanks to our rescuers and doctors who are now saving people's lives in the epicenters of shelling.
