Implementation of EU Association Agreement lags for Ukraine in several spheres

Ukraine is behind in several areas in the fulfillment of the EU Association Agreement, including transportation, environmental policy, intellectual property protection and improvement in customs legislation, Ukraine's Deputy Prime Minister of Ukraine for European and Euro-Atlantic Integration Ivanna Klympush-Tsintsadze has said.

"There are areas today where we are lagging behind agreement implementation… For example, in the transportation area," she said during a briefing in Kyiv on Tuesday.

The deputy prime minister said parliament has refused to support legislation on automobile transportation, the transportation of dangerous cargos and rail transport. She said Ukraine for the rest of the year will focus on the issue of services – a road map for maritime transportation and one for mail and courier services.

"We aren't moving forward in those areas where dialog with Ukraine's Verkhovna Rada are needed in the transport sphere," she said, adding Ukraine was also having difficulty with making progress on the environmental policy. According to her, this issue is not a priority for Ukrainian citizens and does not have enough support.

Klympush-Tsintsadze said the business community also does not support changes of the environmental policy because they see them as additional costs.

"It's obvious that business is resisting changes," she said.

Areas where Ukraine is making progress include energy, especially energy conservation, and in the sphere of electronic purchases.

Klympush-Tsintsadze said Ukraine has saved about UAH 30 billion thanks to the system of electronic purchases. She said Ukraine has also made progress [adopting] phytosanitary measures.
