Nasirov, his accomplice notified of change of suspicion, defending lawyers have access to case

Roman Nasirov who has been suspended from the post of the head of the State Fiscal Service of Ukraine and department head of the State Fiscal Service Volodymyr Novikov have been notified of the change of suspicion and the completion of the pretrial inquiry. The materials of the criminal case are available for study, the Specialized Anti-Corruption Prosecutor's Office (SAPO) has reported.

"After the pretrial inquiry in the criminal case against citizen of Ukraine and Britain – head of the State Fiscal Service of Ukraine Nasirov – and department head of the State Fiscal Service of Ukraine Novikov have been notified of the change of suspicion, the completion of the pretrial inquiry and making the materials of the criminal case available for study under Article 290 of the Criminal Procedure Code of Ukraine," SAPO said on its Facebook page on Friday.

SAPO said that according to the final suspicion, Nasirov along with abuse of power and office (Article 364 of the Criminal Code of Ukraine) is also suspected of forgery in office (Article 366 of the Criminal Code of Ukraine) committed when he made decisions to allow paying tax liabilities and debt in installments and when he informed the Finance Ministry of Ukraine that the agency does not have payments in installments expanding beyond one fiscal year. The permits to pay in installments were made to Nadra Geocenter LLC, Khas firm LLC and Karpatnadrainvest LLC.

Prosecutors believe that the evidence base collected in the case is enough to finish the pretrial inquiry and without evidence of the defenders who denied the suspicion, the indictment will be brought to court.

Defenders are trying to prove in administrative court that Nasirov's steps were lawful. The court ruling is to be issued before August 5, 2017.

SAPO predicts that the final point of the pretrial inquiry in some criminal cases should be extradition of MP Oleksandr Onyshchenko in the "gas case" and judgement on his actions in Ukrainian court, as well as judgement of other persons who took part in his scam.

The National Anti-Corruption Bureau of Ukraine (NABU) also confirmed that the inquiry into the role of the head of the State Fiscal Service in this "gas case" has been completed.
