Verkhovna Rada of Ukraine deputy from the People's Will group Oles Dovhy is suspected of flooring land sales in the Kyiv City Council in flagrant violation of the rules, Ukraine's Prosecutor General Yuriy Lutsenko has said.

"The [former] Secretary of the Kyiv City Council flagrantly broke the rules. He knew full well what was on the line was not just the communal living area Tekhnolog plot with 100 hectares. What was on the line were 20 communal living areas, the land of which was auctioned off during the course of one day by violating the rules. That's what Dovhy did," Lutsenko said during a Rada rules committee meeting on Tuesday to discuss stripping Dovhy of deputy immunity.

Lutsenko said flooring issues in the Kyiv City Council at extraordinary sessions required written documentation from the entity being discussed. He said this Kyiv City Council deputies were not presented with written materials.

Dovhy, meanwhile, told journalists that Kyiv City Council rules, unlike parliament rules, do not have the force of law. He said he was simply acting as a politician.

"Everything presented here today by Lutsenko is nothing more than the start of his personal campaign in future elections," the MP said.

Head of the Rada's rules committee Palvo Pynzennyk said Rada rules are confirmed as law but are systemically ignored, especially when it comes to providing people's deputies with written materials, as well as during voting.

"If [we use Lutsenko's logic], we can create a situation when in our personal interests the Verkhovna Rada chairman, violating Rada rules, introduces changes to the law on the Prosecutor Generals Office (PGO), knowing who will be appointed to this post and who will be the beneficiary of this decision …. The chairman would put the measure to a vote in violation of such and such rules, such and such norms, etc.," Pynzennyk said.
