Melnyk couldn't leave country with his documents, still may be put on international wanted list, says Interior Ministry

The Interior Ministry of Ukraine has said that former rector of the National State Tax Service University of Ukraine Petro Melnyk cannot leave the country using his documents.

"He has been put on a wanted list and he could not leave the country using his documents," Head of the Public Liaisons Department of the Ukrainian Interior Ministry Serhiy Burlakov told Interfax-Ukraine.

Burlakov added that on August 1 the State Border Guard Service of Ukraine was informed that Melnyk was not allowed to leave the country, as he had been placed under home arrest and an electronic tagging device had been attached to him.

He noted that official investigation is being held actively by order of the interior minister. In particular, the investigations group is questioning people and examining the premises where the ex-rector stayed. The Interior Ministry also promised to report on the results of the investigatory proceedings in the next few days.

Asked whether Melnyk could be put on an international wanted list, Burlakov said: "Probably yes. He has been put on the national wanted list as of now. If we have reason, we will put him on an international wanted list."

The ministry also noted that the preventive measure in the form of home arrest was in line with international standards. Burlakov said that it is envisaged by the new Criminal Procedure Code of Ukraine, which was elaborated in line with international regulations in this sphere.

The Interior Ministry spent UAH 19.2 million on the purchase of necessary equipment for the introduction of this new preventive measure.

The ministry also said that more than 40 people have been placed under home arrest as of today. At the same time, Melnyk was the first person in Kyiv region and the first high official in Ukraine to whom such preventive measure was applied.

As reported earlier on August 9, former rector of the National State Tax Service University of Ukraine Petro Melnyk, who is charged with bribe taking, escaped from house arrest, having removed his electronic tracking bracelets.

The Interior Ministry has put him on a wanted list, the ministry's press service reported.

Melnyk was detained on July 27, 2013, by employees of the main department for domestic security of the Income and Tax Ministry of Ukraine and the main department for the fight against organized crime of the Interior Ministry of Ukraine. The rector is alleged to have demanded from two Ukrainian citizens bribes of UAH 40,000 and UAH 80,000 to accept their relatives' entry to university.
