Japan to help Ukraine using its experience in reconstruction

Japan will use its reconstruction experience to help Ukraine, Hayashi Yoshimasa, Minister for Foreign Affairs of Japan, said on Wednesday at the Ukraine Recovery Conference in London.

"Japan, the only country that suffered from atomic bombing during the wartime, has achieved the miraculous development from the devastation after the war. We have also experienced a series of serious natural disasters, including the great Hanshin earthquake in 1995, and the great East Japan earthquake in 2011. Each time, however, we have achieved a remarkable recovery and reconstruction with the support of our friends and the international community. Japan therefore has experience and knowledge of a recovery and reconstruction gained through overcoming such difficulties," he said.

According to the minister, "Japan has recently established the Council on the preparation for promotion of Ukraine's economic reconstruction with the participation of all the relevant ministries and agencies. Furthermore, the Japan Ukraine conference for promotion the economic reconstruction will be held at an appropriate timing from the end of this year to the beginning of next year."

Japan's main areas of support, he said, are "mine action and debris clearance, the development of basic infrastructure, such as electricity, the recovery of the agriculture production and industrial development, and strengthening democracy and governance."

According to the Foreign Minister, in January of this year, Japan conducted training for the personnel of Ukraine's State Emergency Service to use mine detection equipment, which Japan is providing in cooperation with Cambodia.

Japan also organized seminars on the awareness-relating activities for local communities regarding mine risks.
