Ukraine appeals to IAEA to record seizure of Chornobyl, Zaporizia NPPs by Russian aggressors

The core task of the ongoing dialogue and preliminary appeals of Ukraine to the IAEA is the official recording by the international mission of the facts of the seizure of Chornobyl nuclear power plant and Zaporizhia nuclear power plant (NPP) by the Russian military, Energy Minister Herman Haluschenko told Interfax-Ukraine.

"We hope that this will become an incentive for making tough decisions to ensure the safety of Ukrainian nuclear energy, and hence the nuclear safety of Europe and the whole world," Galuschenko said.

According to him, Ukraine has already sent official appeals to the IAEA outlining its vision of ensuring security in the conditions of military operations that Russia is conducting on Ukrainian territory.

In particular, the Ukrainian side noted the need to implement such actions as an immediate ceasefire and a ban on occupying forces approaching closer than 30 kilometers to nuclear facilities, as well as an appeal by the IAEA to NATO regarding the implementation of a closed sky (A2/AD area) over the territory of Ukraine, taking into account the geography location of nuclear power plants in the country.

In addition, Ukraine considers it necessary to intensify the activities of the IAEA to coordinate the prevention of acts of nuclear terrorism at Chornobyl nuclear power plant, as well as in terms of humanitarian and psychological assistance to its personnel with detailed documentation of events.

The Ukrainian side also insists on banning Russia's access to the intellectual and technological resources of the IAEA and terminating relations with Russian citizens employed in UN structures related to nuclear energy.

At the same time, it is proposed to immediately strengthen monitoring and control under the leadership of the IAEA on the situation at Zaporizhia NPP (Energodar city), Yuzhnoukrainsk NPP (Yuzhnoukrainsk), Rivne NPP (Varash), Khmelnytsk NPP (Netishyn) and other nuclear facilities of Ukraine with the involvement of international organizations that care about nuclear security and other international organizations, including the WHO and the Red Cross.

"Ukraine also turned to the European Commission, the UN to conduct special missions to ensure nuclear security in Ukraine and the world, as well as to establish all the crimes of Russian military aggression that threaten the safe operation of nuclear facilities in Ukraine," the minister said.

In addition, as Haluschenko said, Ukraine insists that the OSCE special monitoring mission in our country establish round-the-clock control and analysis of the situation at all domestic nuclear facilities, in particular, Chornobyl and Zaporizhia NPPs, as well as other Ukrainian operating NPPs.

As reported, Director General Rafael Mariano Grossi said earlier on Monday, March 7, that he expects a response to his proposals to ensure the security of Ukrainian nuclear facilities in the coming hours. "So I hope that my consultations in the next few hours are going to be successful," he told reporters in Vienna. The head of the IAEA admitted the possibility of personally going to Ukraine for such consultations on safety assurances for nuclear facilities.
