Single electronic card for parliamentarians is to be introduced in 2019 – Parubiy

A single electronic card for admission to the Verkhovna Rada building and for voting in the session hall and committees will begin to operate from the fall of 2019, Parliament Speaker Andrei Parubiy said.

"I plan next autumn to have this parliament start working with these electronic cards, and that this autumn the system will be in place," the speaker said at a press conference in Kyiv on Friday.

He regards the electronic card as the most adequate response to non-personal voting by lawmakers.

Parubiy said parliament studied the experience of the European Parliament, where such electronic key systems operate.

"When a deputy on one card will enter the room, he will vote in the committee, he will vote in the hall, he will not be able to pass it to anyone," he explained.

According to the speaker, by next autumn, they plan to launch the appropriate equipment in the committees, and also equip all the entrances to the parliament.

Meanwhile, he noted that for the introduction of such an electronic card does not require parliamentary approval. He said his authority as speaker suffices.
