Ukraine asks ICJ to clarify order on lawsuit against Russia, namely on resumption of Mejlis activity

Ukraine has asked the International Court of Justice in The Hague to provide explanations on the status of implementation of the preliminary court decision as part of Ukraine's proceedings against Russia in the case concerning application of the International Convention on the Elimination of All Forms of Racial Discrimination, in particular, to restore the activities of the Mejlis of the Crimean Tatar people, the press service of the Ukrainian Foreign Ministry has reported.

"It is already clear that Russia is not going to terminate the effect of the discriminatory ban on the activities of the Mejlis, as directly stipulated by the ICJ's order. Ukraine fundamentally disagrees with this position. The text of the order is absolutely clear, understandable and demands the immediate lifting of the ban. In this regard, Ukraine is appealing to the International Court of Justice to fulfill its judicial powers and confirm that Russia is obliged to cancel the ban on the activity of the Mejlis in accordance with the order of the International Court of Justice of April 19, 2017 on the application of provisional measures," the Foreign Ministry said on Tuesday.

The respective appeal was submitted on Tuesday, April 24.

The Foreign Ministry stressed that a year has passed since the court issued the relevant judgment, but Russia continues to ban and impede the activities of the Mejlis.

"Ukraine once again expresses deep concern over Russia's approaches to the interpretation of the provisions of the court's judgment on the application of provisional measures. Today, with this step Ukraine reiterates that the actions of the Russian Federation do not comply with the norms of international law," the ministry said.

It also appealed to the international community with the request to insist that Russia observe the norms of international law, including compliance with the mandatory requirements of the International Court of Justice.

As reported, on April 19, 2017, the International Court of Justice, as part of Ukraine's lawsuit against Russia, announced its judgment according to which Russia in Crimea is obliged to ensure the rights of the Crimean Tatars, permit the activities of the Mejlis of the Crimean Tatar people and ensure the availability of education in the Ukrainian language.

The International Court of Justice ordered both sides to refrain from any actions that might aggravate the dispute in question.
