Defense Ministry calls on Ramstein format countries to invest in Ukraine's defense industry

Ukraine's Deputy Defense Minister for European Integration Serhiy Boyev urges the Ramstein format countries to invest more in Ukraine's defense industry, in particular from the proceeds of frozen Russian assets, and stressed the high export potential of battlefield-tested weapons after the end of the war, the Defense Ministry's press service has said Tuesday.

"Deputy Defense Minister of Ukraine for European Integration Serhiy Boyev spoke at a meeting of national directors for armament of the Ukraine Defense Contact Group member countries. The meeting was held at the NATO headquarters in Brussels," it said in a statement on its website.

The Ukrainian defense industry in the conditions of a full-scale invasion of the Russian Federation has increased the volumes of production by more than 20 times, at the same time requiring further investment and development of the direction of joint ventures.

"The Ukrainian defense industry is not fully utilized, there is a shortage of capacity financing. However, in 2023-2024 alone, Ukrainian production of artillery systems has tripled, armored personnel carriers increased by five times, anti-tank weapons – twice, and ammunition – 2.5 times. Ukraine can produce more than 4 million UAVs per year, provided that the production facilities are fully funded," Boyev was quoted by the Defense Ministry's press service.

The deputy minister noted the need to increase and accelerate the production of equipment and ammunition. He also emphasized the importance of Ukraine's combat experience for the development of innovation and technological improvement of existing equipment.

"Ammunition remains the No. 1 need, even taking into account the increase in production. Air defense, heavy equipment, engineering equipment are potential products of joint industrial facilities," Boyev noted.

He emphasized that the use of revenues from frozen Russian assets could become an additional resource for the Ukrainian defense industry and joint ventures. In addition, the issue of localization of enterprises engaged in the repair of equipment transferred by partners is becoming even more urgent. This will significantly simplify the logistics chain and save money that can be redirected as needed.

Boyev also emphasized that weapons jointly produced and tested on the battlefield can be exported to partners after the war is over.
