Govt approves assessing security risks in education system due to Russian aggression against Ukraine
The Cabinet of Ministers of Ukraine approved the methodology for assessing security risks in the education system related to Russia's armed aggression against Ukraine.
As reported by the Cabinet of Ministers representative in the Verkhovna Rada Taras Melnychuk in Telegram, the corresponding decision was made at a government meeting on Friday.
In particular, the methodology was developed with the aim of: determining the list of territorial communities by the level of security risk in the education system that may suffer or have already suffered from the consequences of hostilities, and ranking them in accordance with such risk; developing, implementing and assessing educational policies and scenarios for the development of the educational space of territorial communities, based on the level of security risk in the education system.
In addition, the Ministry of Education and Science was instructed to approve a list of territorial communities by the degree of security risk in the education system, which is determined according to the methodology.
According to the ministry's report, the methodology provides for five levels of security risk in the education system.
The first is insurmountable – temporarily occupied territories and communities where active hostilities continue.
The second is very high – the possibility of the outbreak of hostilities. In particular, in these communities, institutions are located at a distance of up to 45 kilometers from the line of active hostilities, as well as at a distance of up to 45, 30 or 15 kilometers from the borders with Russia, Belarus and Moldova within Zakarpattia region, respectively.
The third is high – this includes communities whose educational institutions are located beyond the risk of artillery damage at a distance of up to 60 kilometers from the line of active hostilities or territories where the risk of the outbreak of hostilities remains. There is also a high risk of shelling by other methods of destruction, such as airstrikes. In addition, this risk level may include areas near infrastructure facilities.
"Another criterion is the location of educational institutions of communities within 135, 60 or 30 kilometers from the borders with Russia, Belarus and Moldova within Zakarpattia region, respectively," the ministry said.
The fourth – moderate – applies to communities whose institutions are located within 90 kilometers from active or possible military operations, as well as at a distance of up to 270, 90 and 45 kilometers from the borders with Russia, Belarus and Moldova within Zakarpattia region, respectively.
The fifth – satisfactory – is a risk at which educational institutions can build a relatively safe and full-fledged in-person format of education.
