The tactics of Russian war against Ukraine consists in targeted strikes on people's shelters, delaying decisions on humanitarian issues and attempts to provoke internal conflicts, adviser to the head of the President's Office Mykhailo Podoliak said.

"The tactics of the Russian Federation. Viscous positional battles on the front lines. Local pots for civilians. Targeted strikes on objects to shelter civilians. Delaying decisions on humanitarian corridors. Active attempts to destabilize public opinion in our country, to provoke internal conflicts," Podoliak wrote on Twitter.
