Exit capital tax could become corrupt in two or three years over absence of transparent introduction – Danyliuk

The exit capital tax could become corrupt in two or three years if there were no a clear and transparent mechanism for its introduction, Ukrainian Finance Minister Oleksandr Danyliuk has said.

"Not all business supports the exit capital tax, but the Finance Ministry has drafted an appropriate bill... The question is how it will be implemented... The exit capital tax can successfully become corrupt in two or three years," the finance minister said at the meetings with business on Thursday.

According to the minister, the ministry is working on finding compensators. He said that the president supports the replacement of the profit tax by the exit capital tax.

"We are currently working on one issue: compensators. There is no common position, but many support this model," Danyliuk said, recalling that the Finance Ministry's position is to cut budget expenditures on the General Prosecutor's Office and the economic departments of the Security Service of Ukraine.

At the same time, he also said: for this decision the position of the Finance Ministry is not enough, it should be taken at the level of the National Security and Defense Council.

President of Ukraine Petro Poroshenko postponed the submission of the bill on the exit capital tax to the Verkhovna Rada, although he earlier stated his readiness to submit it to the parliament, explaining that this was the position of international partners.
