Poroshenko enacts NSDC's July 10 resolution on cyber security

Ukraine's President Petro Poroshenko has enacted the resolution of the National Security and Defense Council (NSCD) of Ukraine dated July 10 on the implementation of the NSCD resolution concerning threats to cyber security of the state and urgent measures to neutralize them.

The corresponding decree dated August 30 was published on the president's website on Thursday, August 31. The document comes into force on its publication date.

According to the decree, the government should settle the issue of banning government agencies, enterprises, institutions and organizations of state ownership from purchasing services for Internet access using telecommunications operators who do not have documents confirming the information protection system matching the established requirements in the information security field.

The Cabinet of Ministers is to introduce in the established manner, within the framework of the development of public-private partnership, a mechanism for outsourcing individuals and legal entities for the tasks of cyber defense of government electronic information resources.

In addition, the government, with the participation of the Security Service of Ukraine, should prepare and submit to the parliament a draft law outlining criminal liability for offences with the use of computers, systems and computer networks and telecommunications networks committed with respect to government and other information resources, critical information infrastructure facility and other facilities, as well as their investigation.

Throughout 2017, the Cabinet of Ministers is obliged to provide financing for the design of a secure data center, where state electronic information resources will be placed; take steps to establish a National Center for Operational and Technical Management of Telecommunication Networks of Ukraine and ensure its functioning; ensure that state agencies comply with legislation in the field of information protection, as well as promptly respond to identified violations.

In addition, the National Bank of Ukraine (NBU) with the assistance of the administration of the State Communications Committee and the Security Service of Ukraine have been instructed to take immediate steps aimed at improving the cyber defense of the banks, which are vital for the functioning of the banking system in Ukraine.
