Head of Intl Advisory Panel blames flaws in investigations into May 2 Odesa tragedy on existing system

The deficiencies of the investigations into the May 2014 events in Odesa were not intentional on the part of the authorities, Chair of the International Advisory Panel Nicolas Bratza has said.

Speaking at a press conference in Kyiv on Wednesday, Bratza said that the deficiencies in the investigation were not intentional, but rather the result of the existing system.
