The Cabinet of Ministers has amended the rules of providing telecommunications services, by which regulated the mechanism of terminating services by telecommunications operators in case of mobile number portability (MNP).

This is stipulated in governmental decree No. 251 of April 29.

According to the document, in particular, the rules are supplemented by the following paragraph: "In case of mobile number portability, the termination of providing services by the telecoms operator is carried out under the subscriber's application filed in writing or remotely by means of communications with the further termination in accordance with the contract or making changes to the contract regarding the termination of providing one or more services ordered by the subscriber. The termination of service is carried out at the time the subscriber's number transfer is completed."

In July 2010, amendments were made to the law on telecommunications, providing for the introduction by Ukrainian telecoms operators the service of mobile number portability and national roaming. According to the changes, these services should have been launched from January 1, 2011, but in practice this term was postponed several times, most recently – until July 1, 2014. The new members of the commission in August last year launched a new procedure for the service implementation.
