Loss of quorum at NCER jeopardizes stable operation of energy companies – NCER head

The loss of quorum at meetings by the National Commission for Energy, Housing and Utilities Services Regulation (NCER) jeopardizes stable operation of energy companies, NCER Head Dmytro Vovk has told Interfax-Ukraine.

"The absence of one member of the commission since November 13 has made it impossible to make a significant number of both strategic and operational decisions that were prepared in good faith by the commission during the last three or four months. As a result, there are obvious delays in the introduction of a new bill on the electricity market, daily balancing for the natural gas market, the development of renewable power sources and the risks of stable operation of generating and distribution companies related to the non-approval of tariffs and the distribution of funds for 2018," he said.

Vovk said that due to the specifics of the legislation, regional electricity supply companies will be left without funds as early as December 1, 2017.

"One of the ways out of this situation is to make changes in the legislation that would ensure continuity of the commission's activities. The amendments are worthy of consideration by the Verkhovna Rada, if only because they would allow raising more than $500 million to green energy together with OPIC," he said.

As reported, Ukrainian President Petro Poroshenko earlier dismissed Borys Tsyhanenko as a member of the NCER, reducing the number of members of the commission along with its head to three, below a quorum.

Tsyhanenko has been on a sick leave since November 13, thus the NCER could not make any decisions.
