Parliamentary rule may be put into foundation of new Ukrainian constitution - Tymoshenko

A draft of a new Ukrainian constitution should stipulate that Ukraine is a parliamentary republic led by a chancellor, Yulia Tymoshenko, the leader of the Batkivschyna party, has said.

"I can tell you firmly that I am part of a large team that is working, and an absolute majority in this team believe that a parliamentary form of governance organized in the right way is a very strong thing, and it is much stronger than the presidential one," Tymoshenko said when presenting the concept of a new constitution in Kyiv.

"If flaws of the parliamentary form of governance are eliminated [...] this could be a proposal to be put into the foundation" of a new constitution, she said.

The idea of electing a chancellor at the parliament would not be supported in Ukraine, and the new constitution should regulate this, she said.

"A candidate for chancellor leads a party ticket running for parliament. Everybody knows that this is a candidate for chancellor. And if the party wins, everybody knows who the chancellor is [...] And this is stronger than a president, who is elected today and doesn't lean on anything," she said.

The event participants also presented an Internet platform for a nationwide discussion of the new Ukrainian constitution.
