Road concession in Ukraine could work only after amending legislation – Ukravtodor head

Construction of roads under concession agreement in Ukraine in the future is possible. Constructors show their interest, but amendments to legislation are required, Head of the Ukrainian State Road Agency, also known as Ukravtodor, Slawomir Nowak has said.

"Europe shows a large interest in concession in Ukraine. This is a large country with great opportunities. If we speak about construction of road infrastructure, banks and largest construction companies show a large interest. In the current conditions the implementation of these projects is unrealistic. Banks would not enter and would not provide financing," he said in an interview with Interfax-Ukraine.

Nowak said that Ukravtodor has created a working group on the issue. In partnership with the European Bank for Reconstruction and Development (EBRD), the government is drawing up the required amendments to the law on concession for all sectors.

"Our goal is to quickly change the part concerning roads. I do not want to wait for large changes in all sectors. I am interested in the ability of announcing a first concession tender this year. Then let's wait and see," he said.
