Reforms Delivery Office affiliated with PM presented in Ukraine

The Cabinet of Ministers of Ukraine has presented the reforms delivery office (RDO) affiliated with the Ukrainian prime minister headed by the Minister of the Cabinet of Ministers Oleksandr Sayenko and Reform Support Teams (RSTs) in the ministries.

"Today we are talking about the RDO of the Ukrainian prime minister. In fact, there will be 18 people at the first stage who will be assigned for certain areas and focused on the implementation of certain specific areas identified by public donor priorities which will be determined by the government's program, the program of work for the next year, " Sayenko said during the presentation of the teams supporting national reforms in Kyiv on Monday.

The minister said RDO's structure will not duplicate the ministries themselves.

"The Premier’s RDO will be aimed at implementing and monitoring the priorities and tasks that are introduced in the government program, which were discussed with our international partners," Sayenko said.

According to him, the RDO will primarily deal with matters which are in need of inter-agency cooperation, in particular, public service reform.

Sayenko said that he is expected to be appointed the head the RDO. Two coordinators will supervise specific areas as a part of this body.

In addition, the Reform Support Teams were presented at the Ministry of Finance, the Ministry of Economic Development and Trade, the Infrastructure Ministry and the Ministry of Agrarian Policy and Food.

Managing Director for Eastern Europe and the Caucasus for the EBRD Francis Malige said that such teams will be publicly selected and will work together with the ministers on the development and implementation of reforms in the relevant areas.

Head of the EU Delegation to Ukraine, Ambassador Huges Mingarelli said that the EU is ready to contribute to reforms in Ukraine, in particular, by supporting the expert groups. He said that the experts’ support will not guarantee success of the changes without the desire to reform on the part of the Ukrainian authorities.
