Poroshenko signs order on National Cybersecurity Coordination Center

Ukrainian President Petro Poroshenko has signed an order on the National Cybersecurity Coordination Center.

"The Centre will coordinate work of subjects of national security and defense activity in Ukraine to implement Ukraine's cybersecurity strategy. It is designed to boost the efficiency of state administration in the development and implementation of state cybersecurity policy," the presidential press service said on Wednesday morning.

The order is based on presidential decree No. 96 dated March 15, 2016, which enacted a decision taken by the National Security and Defense Council of Ukraine on January 27, 2016, on Ukraine's cybersecurity strategy and approved this strategy.

The National Cybersecurity Coordination Center is a working agency of the National Security and Defense Council of Ukraine (NSDC). The centre is headed by the NSDC Secretary. The head of the NSDC Office's cybersecurity division is the center's secretary.

The center's members include representatives of security and defense agencies of Ukraine working in the field of cybersecurity: first deputies or deputies of the Defense Minister, the chief of the General Staff of the Armed Forces of Ukraine, the chief of the SBU Security Service of Ukraine, the chief of the National Foreign Intelligence Service of Ukraine, the chief of the National Police, head of the National Bank of Ukraine (by consent), the chief of the Defense Ministry's main intelligence department, the head of the State Border Service's intelligence department, and the head of the State Service for Special Communications and Data Protection.

Among the main objectives of the Centre is the analysis of the state of cybersecurity; results of the review of the national cybersecurity system; the state of readiness of cybersecurity entities to carry out tasks to counter cyber threats; the implementation of legislation to safeguard state electronic information resources, classified information and critical information infrastructure and information against cyber threats.

It will also analyze information about cyber incidents that concern state information resources in information and telecoms systems.

The center will also be engaged in forecasting and detecting potential and real threats in the cybersecurity of Ukraine, summarize international experience in the field of cybersecurity; operational, information and analytical support for the National Security and Defense Council on cybersecurity issues.

In addition, the centre will participate in organizing and conducting international and interagency cyber drills and training, develop relevant guidance documents and recommendations.

According to the order, the centre is authorized to send requests to executive authorities, local self-government agencies, enterprises, institutions and organizations for statistical data, information, reference and other materials that are necessary for solving tasks within its competence; use information databases of governmental agencies; utilize government telecoms channels, networking and other special communications equipment.
