Lawful Donbas authorities should be consulted on constitution – Hroisman

Consultations on amending the Ukrainian Constitution should include the lawfully elected authorities in Donetsk and Luhansk regions, Ukrainian Parliament Speaker Volodymyr Hroisman has said.

"The legitimately elected authorities should be involved in the consultations," he said at a press conference in Kyiv on Tuesday.

Hroisman said that the legitimate authorities are those elected during the local elections in 2010.

"In my opinion, only those governments should be deemed legitimate, even in occupied territories, which were elected by voters in the 2010 local polls. This is what I consider to be the legitimately elected authorities of Donbas," Hroisman said.

He also said that after new local elections are held in Donbas the newly elected representatives of the regions will have the right to join the discussion on constitutional amendments.

"If anyone new wants to join in, we must understand who will be the authorized representatives [of the local governments in Donbas]. How can we understand this? Only if democratic, free and recognized local elections are held," Hroisman said.

He said that after local elections have been held in Donbas which Ukraine and the international community will recognize, those who have been elected will have the authority to conduct consultations on behalf of their region.

When asked whether he planned to visit Donbas on the invitation of representatives of the self-proclaimed Donetsk and Luhansk people's republics, Hroisman said: "After the local elections I would be glad to accept an invitation from the legitimate governments and gladly visit any place in Donbas."

He said the dialogue on constitutional reform should be conducted with representatives of all the regions of Ukraine.
