'Normandy Four' may hold ministerial meeting soon – Ukrainian FM

A meeting of the Normandy Four foreign ministers is due to take place soon, Ukrainian Foreign Minister Pavlo Klimkin said.

"There was a telephone conversation involving the German chancellor and the presidents of France, Ukraine and Russia this morning. A soonest possible meeting of foreign ministers in the Normandy format was discussed," he said at a joint press conference with Greek Foreign Minister Nikolaos Kotzias in Kyiv on Thursday.

The sides will analyze the fulfillment of the Minsk agreements, "which are being violated not only in Debaltseve," Klimkin said.

"I am also planning to present our vision of the peacekeeping component [in Donbas] at this meeting," he said, adding that the possible date of the meeting was discussed with German colleagues in the morning.

"I think the peacekeeping contingent will be of great help and support the implementation of the Minsk agreements which are not being observed. We need real guarantees of their fulfillment, as we have been witnessing constant bombardments and violations of the Minsk deal by the DPR and the LPR, and not just in the Debaltseve area. The situation is extremely complicated. We need the peacekeeping contingent to enforce the Minsk agreements. And those who are rejecting this component should clearly present their vision and, most importantly, ensure such guarantees," Klimkin remarked.

"If Russia does not agree to these guarantees, then it does not support the observation of the Minsk accords," the minister alleged.

"Let me stress that Russian representatives should take no part in this mission as they come from 'the aggressor country'," Klimkin stated. "This is not just the question of trust in the mission but also the question of principles, values and observation of international laws."

The Normandy Four leaders had a telephone conversation earlier on Thursday and agreed, according to the Kremlin, to arrange contacts between their foreign ministers in the near future with the purpose of observation of the Minsk deal.
