Luhansk has no power, water and telephone service for 11 days already and the city is under constant strikes, the Luhansk City Council press office said in a statement on Wednesday.

"As of August 13, the situation in Luhansk remains critical: the city has no power or water, cellular and landline service is off. Gas was cut off in the region's center but it was restored later," the document said.

Luhansk districts remains under gunfire, the city council said.

Most stores are still closed and only essential foods are on sale. Despite the critical situation, bread is still baked in Luhansk. Issues exist with medication and only several pharmacies are open.

"Luhansk remains isolated, social payments, pensions and salaries are not carried out, medication, food and fuel are not supplied to the city," the press office said.
