Official placed under house arrest for first time in Ukraine

Kyiv's Pechersky District Court has ruled to place Rector of the National State Tax Service University of Ukraine Petro Melnyk under house arrest on suspicion of bribery.

The court announced its ruling on Thursday, according to an Interfax-Ukraine reporter.

"[The court] upholds the motion of the senior investigator… [The court] overrules the motion to detain Melnyk. [The court] rules to place him under house arrest," Judge Maria Pilayeva read aloud the court's decision.

According to the ruling, Melnyk is not allowed to leave his apartment except in situations in which he might need medical examination or treatment.

The official will stay under home arrest during the investigation into the criminal case until September 27, 2013.

According to an Interfax-Ukraine reporter, following the announcement of the ruling Melnyk was transported from the court by an ambulance.

Melnyk is the first high official in Ukraine to whom the measure of restrain in the form of house arrest has been applied. This measure of restraint took effect in Ukraine with the introduction of the new Criminal procedure Code.

As reported, Melnyk was detained on July 27 by the employees of the main department for domestic security of the Income and Tax Ministry of Ukraine and the main department for the fight against organized crime of the Interior Ministry of Ukraine. The rector demanded from two Ukrainian citizens bribes of UAH 40,000 and UAH 80,000 to accept their relatives' entry to university.

Melnyk was a people's deputy of Ukraine in the parliament of the fifth and sixth convocations.
