Ombudsman: Russian intelligence services want to destabilize situation inside Ukraine with ‘peaceful protests’

Russian intelligence services intend to destabilize the situation inside Ukraine under the guise of supposedly "peaceful protests" in major southern and eastern cities—Odesa, Dnipro, Kharkiv, Mykolaiv, and Kyiv. They may recruit women, including mothers of captured and/or missing servicemen, stated Verkhovna Rada Human Rights Commissioner Dmytro Lubinets.

"Russian intelligence services are planning to destabilize the situation inside Ukraine under the guise of supposedly 'peaceful protests.' According to available information, enemy intelligence services may be preparing a series of protests in major cities in the south and east – Odesa, Dnipro, Kharkiv, Mykolaiv, and Kyiv," he wrote on Telegram on Monday.

According to him, the Russian Federation seeks to "exploit human pain and vulnerability: they plan to primarily attract women, including the mothers of our servicemen who have been captured and/or missing in action, for material support. The enemy is counting on this to create the necessary emotional atmosphere, ensure media coverage, and provoke a public outcry."

"According to Russia's plan, these measures are intended to become a tool for destabilizing the domestic political situation and creating pressure on the Ukrainian military-political leadership—especially against the backdrop of active consultations between Ukraine and the United States on the conditions for ending the war," the ombudsman emphasized.

"We must be clear: Russia will continue to target what's most sensitive – trust, unity, and the families of our Defenders. That's why it's important to remain vigilant and not allow the enemy to exploit this human tragedy as a tool in its information war against Ukraine," Lubinets added.
