Zelenskyy amends Regulation on General Staff regarding its self-representation in courts

Ukrainian President Volodymyr Zelenskyy signed decree No. 15/2025 on amendments to the Regulation on the General Staff of the Armed Forces of Ukraine, which concern the self-representation of the General Staff in courts.

According to the text of the decree, which was published on the website of the President of Ukraine on Monday, the innovations concern the self-representation of the General Staff in courts and determine the procedure for representing its interests.

The new subclause 5 of clause 5 provides that the General Staff may provide self-representation in courts and other bodies through persons authorized to act on its behalf. This also includes the possibility of representation through officials of the structural unit of the General Staff who specialize in such functions.

As reported, the General Staff of the Armed Forces of Ukraine is the main body of military management for planning the defense of the state, strategic planning of the use of the Armed Forces of Ukraine and certain forces and means of other components of the defense forces, coordination and control over the implementation of tasks in the sphere of defense by executive authorities, local government bodies and defense forces within the limits determined by the laws of Ukraine, acts of the President and the Cabinet of Ministers.
