Refusal of Kyiv City Administration to incur Kyivenergo's debts not in line with law on heat supply

The refusal of the Kyiv City Administration to incur debts of PJSC Kyivenergo to national joint-stock company Naftogaz Ukrainy to the balance sheet of municipal enterprise Kyivteploenergo is not in line with the law on heat supply, the press service of Naftogaz has reported.

"The law on the heat supply regulates the issue of the succession of debts when the user changes property [the heat networks of Kyiv]. In this sense, if the Kyiv authorities insist on resolving the issue somehow, it needs to initiate changes to the legislation. Naftogaz will supply gas, as soon as the Kyiv City Administration stops the PR campaign and obeys the law," Naftogaz said.

Naftogaz is puzzled why the Kyiv City Administration, knowing about the completion of the term of the contract for the use of the municipal heat-generating property of Kyivenergo and about the debts generated on it, did not bother with this issue ahead of time.

"We are unhappy with this situation, and we bring our apologies to Kyiv residents who paid bills on time and have full right to quality service. We hope Kyivteploenergo and the Kyiv City Administration will act responsibly, "the press service said.
