Heads of large state enterprises should be appointed exclusively at tenders - Cabinet

Heads of large state-owned enterprises should be appointed solely on the basis of tenders.

This is stipulated in Cabinet decree No. 1180 dated December 16, 2015.

The government by the decree changed the norm on enterprises, which are subject to tender procedures approved by Cabinet resolution No. 777 dated September 3, 2008.

The Cabinet also determined that heads of companies, which are of strategic importance to the economy and security of the state and whose annual income exceeds UAH 200 million, as well as heads of enterprises specially important to the country's economy (enterprises the value of whose assets, according to the latest financial statements, is more than UAH 2 billion or whose net income exceeds UAH 1.5 billion, and banks in whose charter capital the state holds more than 75%) are to be appointed solely following the results of tenders. At the same time, the Cabinet stated this procedure does not apply to managers of companies of the military-industrial complex, which are transferred to the management of Ukroboronprom State Concern.
