Ukraine excludes hybrid cars from list of vehicles that are subject to special duty for almost one year

Ukraine has decided to exempt hybrid cars with engines from 1,000 to 2,200 cubic centimeters from a special duty on imports of new passenger cars to Ukraine irrespective of their origin, the duty having been collected since April 13, 2013, and in effect until February 28, 2014, reads an official announcement in the Uriadovy Kurier newspaper on April 20, 2013.

The report says that the decision by the interagency commission for international trade was made on April 11, 2013 after discussing materials of the State Environmental Investment Agency of Ukraine and the Economic Development and Trade Ministry of Ukraine.

The commission established that Ukraine's national interests require the temporarily non-application of special duties on imports of hybrid cars.

According to the announcement, the special duties do not apply to cars and other motor vehicles meant for carrying people with Ukrainian Customs Commodity Classification Codes for Foreign Trade 8703 22 10 00 and 8703 23 19 10, which have a hybrid engine.

The decision of the commission takes effect from the day of the publication of the announcement.

As reported, on March 14, 2013, the government's Uriadovy Kurier newspaper published a decision of the Interagency Commission for International Trade approved on April 28, 2012, to introduce special duties on imports of new passengers cars with engines from 1,000 to 1,500 cubic centimeters at a rate of 6.46%, and cars with engines from 1,500 to 2,200 cubic centimeters at a rate of 12.95%, irrespective of the country of origin and export.

The decision took effect on April 13, 2013.

Hybrid cars are not of great demand in Ukraine, often due to the higher price compared to petrol or diesel fuel engine-cars.

The State Environmental Investment Agency of Ukraine and Japan's Sumitomo Corporation on August 29, 2012 signed a contract to supply 1,220 Toyota Prius hybrid cars for the Ukrainian police. Japan has supplied the first batch of 84 Toyota Prius hybrid patrol cars to Ukraine as part of Kyoto agreements. Ukraine will get 1,136 more such vehicles by this October in order to replace outdated patrol vehicles. The total cost of the project is UAH 380.7 million. Thus, one patrol car will cost Ukraine about $39,000 at the current exchange rate.
