Ukraine's Rada deregulates used car trade market

The Verkhovna Rada has passed a bill in its second reading, introducing deregulation and bringing transparency to the used car trade market. This was announced by Danylo Hetmantsev, head of the parliamentary committee on tax and customs policy.
"The abolition of the absurd requirement for car trading organizations to register used cars in their own name, even when they purchase them as goods for resale, will enable market legalization, expand the operations of legitimate car traders, and eliminate schemes that deprive the state budget of taxes," said Hetmantsev, a co-author of the bill.
According to another co-author, MP Yaroslav Zhelezniak (Holos parliamentary faction), bill No. 9083 was supported by 270 MPs.
The bill, registered in the Verkhovna Rada on March 6, 2023, allows businesses engaged in wholesale and retail car trading to buy and sell vehicles without registering them with the Ministry of Internal Affairs or military recruitment centers.
The bill's co-authors include Hetmantsev, Zhelezniak, Mariana Bezuhla, Yevhen Brahar (the Servant of the People faction), and Dmytro Razumkov (independent).
Official car importers and dealers, who had long awaited the bill, emphasized that deregulation will not lead to higher used car prices because the official market sets the prices, and buyers will not pay more than the car's actual value.
