UN General Assembly calls on Russia to urgently withdraw troops from Zaporizhia NPP, transfer it under Ukraine's control - resolution
The UN General Assembly, by 99 votes (nine voted against), adopted a resolution "Safety and security of nuclear facilities of Ukraine, including the Zaporizhia nuclear power plant," which condemns Russian aggression against Ukraine and calls for the withdrawal of Russian troops from Ukrainian territory, including the Zaporizhia Nuclear Power Plant, Minister of Foreign Affairs of Ukraine Dmytro Kuleba said.
"I moderated a nuclear safety thematic panel at the first Peace Summit last month. We discussed the importance of taking additional steps to improve it. I am pleased to see that today's resolution advances this important work," Kuleba wrote on Twitter.
He stressed that Ukrainian nuclear power plants must operate under the sovereign control of Ukraine. "I am grateful to the international community for its support to this end," the minister noted.
According to the UN website, condemning Moscow's failure to implement its relevant resolutions and those of the International Atomic Energy Agency (IAEA), the General Assembly today demanded that the Russian Federation urgently withdraw its military and other unauthorized personnel from the Zaporizhia nuclear power plant and immediately return the plant to the full control of Ukraine's competent authorities to ensure its safety and security.
"Adopting resolution 'Safety and security of nuclear facilities of Ukraine, including the Zaporizhia nuclear power plant' (document A/78/L.90) with 99 votes in favour, 9 against and 60 abstentions, the Assembly also demanded that the Russian Federation immediately cease its aggression against Ukraine and unconditionally withdraw all of its military forces from Ukraine's territory within its internationally recognized borders," the report notes.
The Assembly also concluded its debate on the responsibility to protect and the prevention of genocide, war crimes, ethnic cleansing and crimes against humanity, as well as on the commitment to prevent and protect populations from atrocity crimes.
According to the Swiss Foreign Ministry website, the resolution calls on the parties to the conflict to fully implement the five principles of the International Atomic Energy Agency (IAEA), which contribute to the protection of the Zaporizhia nuclear power plant. The Director General of the IAEA, Rafael Mariano Grossi, presented these principles to the UN Security Council on 30 May 2023 under the chairmanship of Federal Councilor Ignazio Cassis. They read as follows: no attacks of any kind from or against the nuclear power plant; no storage or stationing of heavy weapons or military personnel at the plant; no threat to the offsite power supply; protection of all systems necessary for safe operation against attacks or acts of sabotage; no action that undermines these principles.
It is stated that the plant should be returned to Ukrainian control to allow the IAEA to safely and effectively verify the safety measures at it.
"The resolution calls on all parties to the conflict to strictly comply with international humanitarian law and recalls that attacks must not be directed against civilians or civilian objects and that nuclear power plants enjoy special protection. The risks posed by a nuclear power plant incident in a war zone threaten the civilian population in Ukraine and other countries. Their protection must be a top priority," the report notes.
