Biden believes Ukraine should decide whether to make territorial concessions, but does not believe this to happen

U.S. President Joe Biden believes that Ukraine itself should decide whether to make territorial concessions for the sake of a ceasefire, but does not believe that Ukraine will have to agree to this.
"That is a total judgement based on Ukraine. Nothing about Ukraine without Ukraine. I do not believe that they will have to do that. These are judgements of negotiations, discussions, that taking place I am not a part, including Ukrainians. It is their judgement to make," Biden told the press conference in Brussels on Thursday.
That was Biden's answer to a journalist's question about whether Ukraine should make territorial concessions in order to achieve a ceasefire.
