Ex-acting fiscal service head Prodan to return to Ukraine after completing treatment, rehabilitation

Former acting Head of the State Fiscal Service of Ukraine Myroslav Prodan has said that he will return to Ukraine after completing his treatment and the end of the rehabilitation period.

"I found out that I was allegedly notified that I had been suspected. The SAPO [Specialized Anti-Corruption Prosecutor's Office] explains that they sent summonses twice and did not receive information about my whereabouts. I wish to draw the attention of SAPO prosecutors that I had planned to leave for treatment in advance, which I already reported," he said on his page in the Facebook social network.

According to him, he appealed to the administration of the clinic where he is being treated, with a request to prepare an official document on his stay in the medical institution.

"In the near future, my representatives will turn to the SAPO, the Prosecutor General's Office and provide a letter signed by the authorized institution. I will also send the original letter by mail, which, of course, will take a longer time," Prodan said.

He said that he would return to Ukraine immediately after the completion of treatment and rehabilitation. "I will inform the representatives of the SAPO about the date, time and flight number (if I return by plane). I don't think there will be a need for a long stay abroad," he said.

Prodan also said that he "did not see a single official document" regarding the charges against him.

"I assure both the law enforcement agencies and the public that I can prove my innocence either at the stage of pretrial investigation or already in court," Prodan said.

On November 15, 2018, the SAPO prosecutor drafted and signed a written report on suspicion of committing a crime under Part 3 of Article 368-2 (illegal enrichment) of the Criminal Code of Ukraine. The notification was provided by the method outlined in the Criminal Procedure Code of Ukraine for handing notifications.

The prosecutor's office indicated that the former acting head of the State Fiscal Service is suspected of obtaining cash in the amount of more than UAH 89 million in the period from July 2016 to June 2018, using which a number of real estate facilities and vehicles were purchased for his personal use. To conceal the actual owner, the registration of ownership was carried out on someone close.

According to the SAPO, two apartments in the elite new building in Kyiv (worth UAH 6.7 million), two houses in Turkey worth UAH 78 million, and three luxury cars worth UAH 3.4 million are among the acquired items.

The investigators are also checking Prodan's involvement in the acquisition of other real estate in Kyiv and luxury cars.

SAPO prosecutors on Friday, November 16, summoned the ex-acting head of the fiscal service to appear at the SAPO at 10:00 on November 20 for conducting investigative and procedural actions.

The SAPO also summoned Prodan on November 15 to appear to conduct investigations and/or proceedings in relation to the criminal proceedings opened on August 29 of this year. According to Prodan, he received a message about the call via the Viber application from the SAPO on November 7, while he went abroad on November 5, and the SAPO reported that they sent a summon on November 2.

According to the SAPO, Prodan was twice summoned to appear at the prosecutor's office on November 8 and 15, but he did not appear and did not provide supporting documents about the reasons for the non-appearance.

Prodan announced that he had the legal grounds for his departure abroad for treatment in Germany through Moldova and he is ready to communicate with the investigators in a video conference or after returning to Ukraine after treatment.
