Poroshenko signs law opening way for creation, functioning of anti-corruption court

Ukrainian President Petro Poroshenko has signed a law introducing amendments to the law of Ukraine on the judicial system and status of judges in connection with the adoption of the law on the High Anti-Corruption Court (HACC), which gives the green light to the beginning of the work and further functioning of the court.

"The law addresses some issues related to the organization of the activities of the High Anti-Corruption Court and guarantees of the activities of its judges. In particular, detailed activities of the chambers of the high specialized courts and the institutional, personnel and financial autonomy of the appeals chamber of the high specialized court are stipulated," reads a statement posted on the website of the head of the Ukrainian state on Thursday.

At the same time, the law stipulates that the appellate consideration of cases of top corrupt officials will be carried out exclusively by the appeals chamber of the High Anti-Corruption Court.

"The adoption of this law has fully opened the way for the creation and functioning of the High Anti-Corruption Court, therefore I ask the High Qualification Commission of Judges to hold a competition as soon as possible and the Ministry of Foreign Affairs to submit as soon as possible a request to our international partners to delegate their representatives to the public council of international experts," Poroshenko said.

He also asked all worthy lawyers to participate in the competition: "The speed and effectiveness in fighting corruption in Ukraine will depend on your principled position."

As reported, on July 12, the Verkhovna Rada adopted as a whole bill No. 7441 amending the law on the judicial system and status of judges, with the amendment regarding the transfer to the HACC of all cases subordinate to it from the day of the beginning of its work.

This bill was one of the necessary conditions for Ukraine to receive the next tranche of a loan from the International Monetary Fund.
