Ukraine suggests five points for Minsk implementation roadmap

The five crucial issues Ukraine wants to include in the roadmap for the implementation of the Minsk agreements were announced by Ukrainian President Petro Poroshenko at a recent 'Normandy Four' meeting in Berlin, Deputy Head of the Ukrainian Presidential Administration Kostiantyn Yeliseyev has said.

"During the Berlin summit, the Ukrainian president clearly defined five key redlines, which are crucial to Ukraine and should be included in the future roadmap," Yeliseyev told Interfax-Ukraine in an interview.

The first issue is the currently uncontrolled sector of the Ukraine-Russia border, he said.

"The OSCE Special Monitoring Mission should finally receive unhampered access to the entire temporarily occupied territory, including the border. As prescribed by Clause 4 of the Minsk Protocol dated September 5, 2014, constant monitoring of the Ukrainian-Russian state border and verification should be provided, in addition to a security zone in border areas of Ukraine and Russia," he said.

The roadmap should also clearly say how Ukraine would retake full control of the Ukrainian-Russian border consistent with the Package of Measures dated February 12, 2015.

The second issue is the withdrawal of Russian troops and armaments from the Donbas territories uncontrolled by Kyiv: it should be clear when and how it is to happen, he said.

Thirdly, security at possible local elections should be provided with international assistance, he said.

"The fourth is the issue related to the disbanding all the fake structures of the so-called Donetsk People's Republic and Luhansk People's Republic, created after 2014. Just imagine that 24 pseudo-ministries and departments, including the so-called 'foreign ministry', are currently functioning in Donetsk. The number is even larger in Luhansk. All of them were created to imitate the so-called statehood of those territories," he said.

The fifth issue is the immediate release of all Ukrainian hostages held in the uncontrolled territories and Ukrainian prisoners kept in Russian jails, Yeliseyev said.

There are a number of other important areas, such as economic and social matters, but the aforesaid five issues are the key demands of Ukraine for preparations of the future roadmap, he said.

He said Ukraine had presented its proposals to the 'Normandy format' partners.
