Special communications service claims impossibility of examining e-declaration protection system

Ukraine's State Service of Special Communications and Information Protection claims it is impossible to carry out examination to certify the comprehensive information protection system of the public register of declarations of persons authorized to fulfill public or local government functions. The authority backs the idea of inspecting the situation around the launch of declaration by the Security Service of Ukraine (SBU) and Prosecutor General's Office (PGO).

"The State Service of Special Communications and Information Protection reports about the impossibility of resuming the examination of the comprehensive information protection system of the register and states the absence of any confirmation by Miranda LLC [the designer of software] that the defects revealed were removed," the press service of the authority reported.

Miranda as a designer is responsible for building the information protection system.

The authority said that it is important to receive the information protection certificate. It is an integral part of the legal functioning of the e-declaration system.

"Official statements and public affirmations that the State Service of Special Communications and Information Protection is obliged to issue the certificate could be considered as the pressure on experts forcing to make unbiased and groundless conclusions. Persons guilty of this are to be published under law," the authority said.

According to the report, a stir among the public around the refusal to issue the compliance certificate is an attempt of some persons and interested parties to avoid personal responsibility for the launch of the e-declaration system with restricted functions and in violation of requirements of legislation in the information protection area.
