Bill on sending AFU units abroad submitted to Verkhovna Rada

A bill on amendments to certain laws of Ukraine on sending units of the Armed Forces of Ukraine (AFU) to other states during martial law has been submitted to the Verkhovna Rada for consideration.

The card for bill No. 12378 has appeared on the website of the parliament.

"In connection with the ongoing large-scale armed aggression of the Russian Federation against Ukraine and the increasing efforts of the aggressor to further seize the territory of our state, the issue of improving the mechanisms of sending and staying of military personnel, both independently and as part of units, on the territory of partner countries during martial law, which will contribute to the acquisition of complex military equipment and professional mastery of its use to protect the sovereignty and territorial integrity of the country has arisen," the authors of the draft law said in the explanatory note.

The bill envisages amendments to the laws on the Armed Forces of Ukraine and on the Procedure for Sending Units of the Armed Forces of Ukraine to Other States, which provide for the possibility to send AFU units abroad during martial law to ensure security, defense and repel aggression against Ukraine in line with Article 51 of the UN Charter.

In addition, the bill authorizes the President of Ukraine to make a decision on sending AFU units to the territory of other states, but this does not apply to cases when AFU units are used on the territory of an aggressor state to repel aggression, with the simultaneous submission to the Verkhovna Rada of Ukraine of a draft law approving such a decision. Together with the bill, the President of Ukraine submits information on the tasks, the total number of the specified units, the type and composition of their weapons, military equipment, subordination, terms of stay and the procedure for their possible extension, the procedure for replacing the personnel of the unit and the procedure for their maintenance.

"The adoption of the bill will create conditions for the regulation of certain issues of sending units of the Armed Forces of Ukraine to other countries during the period of martial law. Its implementation will contribute to improving the process of receiving military equipment from partner countries, staffing of the relevant units with personnel and received equipment, mastering and preparation for use of which requires long training cycles," the authors of the bill said.

The authors of the bill include Chairman of the Verkhovna Rada Committee on National Security, Defense and Intelligence Oleksandr Zavytnevych (Servant of the People faction), Deputy Chairman of the Servant of the People faction Yuriy Mysiahin, Chairman of the Subcommittee on Social Issues in the Spheres of National Security and Defense of the Verkhovna Rada Committee on National Security, Defense and Intelligence Maksym Berezin (Servant of the People faction), Chairman of the subcommittee on Security in Cyberspace, Government Communications, Cryptographic Protection of Information of the Verkhovna Rada Committee on National Security, Defense and Intelligence Oleksandr Fediyenko (Servant of the People faction), and Secretary of the Verkgovna Rada Committee on National Security, Defense and Intelligence Roman Kostenko (Holos faction).
