The system of medical and social expert commissions (MSEC) should be liquidated, however full digitalization of the procedure of issuing disability certificates should be carried in order to implement systemic changes, President of Ukraine Volodymyr Zelenskyy has said Tuesday.

"There are hundreds of cases of customs, tax service, Pension Fund, local administration officials having unjustified disability certificates. All of them should be carefully and quickly handled. The MSEC system should be liquidated. However, real and precisely systemic changes require full digitalization of every stage of the procedure of issuing disability certificates," he said in an evening video address.

According to the head of state, there are officials in the Digital Transformation and Ministry and the digital team of the Defense Ministry who can ensure necessary changes.

The problem is not only that officials arrange disability certificates for themselves with the help of connections, but also the fact that people "with real disability, in particular after participation in hostilities, often cannot receive relevant status and proper payments."

"The government does not have much time to fix this. Because of this situation, personal liability and personnel reshuffles are necessary in central executive agencies and the control vertical in the MSEC system," Zelenskyy said.
