Environment Ministry to cancel preferences for companies with state stake when issuing licenses for subsoil use

The Ministry of Ecology and Natural Resources of Ukraine plans to cancel preferences for companies with state shares when issuing special permits for subsoil use, Deputy Minister Svitlana Kolomiyets told reporters in Kyiv.

"As practice shows, the exception [giving preferences to companies with a state stake exceeding 25% and more] does not promote the development of the public sector, while they create grounds for corruption abuse," she said.

Kolomiyets said that attempts to obtain licenses for large shelf parts for little-known structures, using legislative preferences, enables special permits to be issued without auctions to companies with state shares.

She said that the ministry plans to revise Cabinet decrees Nos. 615 and 594 on the procedure of granting permits for subsoil use.

"We hope that in September they [newly worded documents] will be submitted to the Cabinet and approved," Kolomiyets added.
