Ukraine–UK security agreement defines long-term nature of military assistance - Defense Minister

The security agreement signed by Ukrainian President Volodymyr Zelenskyy and British Prime Minister Rishi Sunak defines the long-term nature of military assistance, reform in the defense sector, Ukraine's preparation for NATO membership, as well as cooperation in the field of defense industries, Ukrainian Defense Minister Rustem Umerov said on the Rada TV channel on Saturday.

"The signing of these bilateral security agreements is a huge result of the President of Ukraine, he personally conducted these negotiations with the UK," the minister said. "This is such an early agreement or the early nature of military assistance for ten years."

"This agreement will also include support for defense reform, and the UK will also help us join NATO. Secondly, this agreement is a practical result of these declarations that were made at the NATO summit in Vilnius in July 23. Thirdly, the UK will help us continue to use Russia's economic assets, that is, to freeze these Russian economic assets that are located in the UK. And, perhaps, in the end, this cooperation is an enhancement of such an integrated development of all our defense capabilities. That is, in this agreement we will cooperate in the field of defense industries," Rustem Umerov said.

When asked what unique provisions are reflected in this agreement, Umerov replied that the main feature is the intensive consultations provided in various formats.

"This agreement ... states that these intensive consultations will take place almost 3-4 times per week. And the format of consultations will be combined, both online and including visits of delegations to Ukraine. And we will be constantly in touch and will make decisions on the spot," the minister said.

The Minister of Defense commented on the details of the UK's military support reflected in the agreement.

"Britain has already taken part in the coalition on maritime security, in the artillery coalition and also in the coalition against air defense and against missile defense ... this is an agreement that has a comprehensive nature of the assistance that they are already conducting, this is the training of military and instructors. And they want to continue to support our defenders in the future," the minister said.

Umerov also said what, in his opinion, is the key difference between the signed agreement and the Budapest Memorandum.

"These are clearly defined goals. We are talking here about the liberation of the territory up to the borders of 1991 and the application of the Peace Formula, which was proposed by the President of Ukraine. And secondly, each party to the agreement has the right to initiate consultations. That is, in this regard, we will not repeat this Budapest Memorandum," the minister said.

The minister also believes that this agreement can become the basis for signing similar agreements with other G7 countries.

"We are already working with the G7 countries and we will also work with other states. Of course, these negotiations with each country will take place ... Each country has its own specifics and peculiarities, but the path that we have already taken with the UK will give us the opportunity to work more effectively with other partners," the minister concluded.
