Ukrainian police officers most often manage to persuade people from front-line territories to agree to evacuation, but there are also so-called "waiters" [local residents who are waiting for the occupation forces], Chief of the National Police of Ukraine Ivan Vyhovsky said.

In an exclusive interview with the Interfax-Ukraine News Agency, talking about the work of police in the front-line zones, he noted that police officers are engaged in evacuation, humanitarian support for the population, rescue operations after enemy missile strikes, and documenting of enemy crimes.

"Special thanks to our White Angels – these are paramedics who began evacuation in Donetsk region. Now, as many as 22 groups of White Angels are operating in all regions on the front line. They saved many people and continue to do so," he said, adding that these groups are provided with all the necessary means, including armored capsules.

"As for the evacuation itself, we understand that, unfortunately, there are so-called 'waiters.' This is a certain social category of people who live on humanitarian aid – they don't want to leave, and we can only take children by force without the consent of their parents according to a complex, lengthy procedure involving local authorities, social services, and the decision on such forced evacuation of children is made only by court," Vyhovsky said.

He emphasized the police very often have to make many arguments and insist in order to evacuate families with children.

"They often succeed, but there are also tragic cases," the head of the National Police said.

In particular, according to him, in the summer in Donetsk region, police tried to evacuate a family with a young child, the people categorically refused, and a day later their house came under artillery fire, and the family was killed.
