Cabinet of Ministers approves procedure for providing humanitarian, other assistance to civilian population under martial law

The Cabinet of Ministers has approved the procedure for providing humanitarian and other assistance to the civilian population under martial law.

According to Decree No. 220 of March 7, the government determines the procedure for providing humanitarian and other assistance to the civilian population under martial law in Ukraine at the expense of funds received in national and foreign currency to the current account of the Ministry of Social Policy opened with the National Bank, from individuals and legal persons, residents and non-residents as a charitable donation, humanitarian aid, grants and gifts.

According to the procedure, the recipients of funds are: regional and city military administrations; district military administrations and executive bodies of city, district in cities, rural, settlement councils; institutions, sanatoriums, enterprises, institutions, organizations regardless of the form of ownership, charitable organizations and public associations.

The funds received to the account for rendering assistance to the affected civilian population in the conditions of martial law in Ukraine will be directed to: meeting food needs - the purchase of food, including baby food, drinking water and their delivery to their destinations; provision of clothing and footwear, essential goods, hygiene products - purchase of clothing, footwear, essential goods, hygiene products and their delivery to destinations; provision of medical supplies - the purchase of medicines, immunobiological preparations (vaccines), medical devices, auxiliary means for them, medical equipment and their delivery to their destinations; evacuation/removal/movement of civilian population from the area where hostilities take place and dangerous territories to safe places, in particular to pay for transport services, fuel and lubricants; provision of humanitarian aid - payment for the transportation of humanitarian cargo, storage services for humanitarian and other aid on the territory of Ukraine; arrangement of accommodation places for citizens who, in connection with hostilities, left their place of residence/stay (forced migrants); payment for other measures aimed at supporting the civilian population under martial law.
