'Normandy Four' continues debates despite lack of progress in Minsk Agreements' implementation - EU ambassador in Kyiv

"Normandy Four" representatives regularly consult each other on the phone regarding the development of a roadmap for the Minsk Agreements' implementation, Head of the EU Delegation to Ukraine Hugues Mingarelli said.

Hopefully, the roadmap on which the chiefs of state agreed at their latest meeting in the 'Normandy format' will be presented in the near future, Mingarelli said in his speech at the Dragon Capital Ukraine Investor Conference in Kyiv on Thursday.

Although the EU has seen no progress, negotiations have been regular, including phone calls between Russian Presidential Advisor Vladislav Surkov, Ukrainian Presidential Administration Deputy Head Kostiantyn Yeliseyev, German Federal Chancellor's Advisor Christoph Heusgen, and French Presidential Advisor Jacques Audibert, he said.

According to Mingarelli, elections in the parts of the Donetsk and Luhansk regions uncontrolled by Kyiv can be held only consistent with OSCE standards.

He expressed hope regarding the implementation of the Donbas ceasefire deal and the disengagement decision.

The 'Normandy format' of the Ukraine settlement talks includes Ukraine, Germany, France and Russia.
