Minsk implementation roadmap should contain clear preconditions for Rada decision on Donbas election law

A roadmap for the implementation of the Minsk peace agreements on Donbas should contain clear conditions for the Verkhovna Rada to consider a draft bill on elections in separate districts in Donetsk and Luhansk regions, a representative of Ukrainian President Petro Poroshenko's administration has said.

"Let me return to the draft roadmap. It is the [document] that should stipulate that the implementation of number of security-related conditions should be the imperative for tabling this draft law in parliament in Ukraine," Deputy Head of the Presidential Administration of Ukraine Kostiantyn Yeliseyev has said.

The parliament will be able to appoint a date for local elections in Donbas only after there is a guarantee that the Russian forces and weapons are not being smuggled to Ukraine, after the implementation of other conditions in the security sphere, he said.

"After that, 90 days will be given for preparations for the elections in keeping with OSCE standards. And during that period, the Ukrainian media should resume work and actively perform in those districts amid free campaigning by Ukrainian political parties," he said.

In his words, there should be not a single shot in Donbas during those 90 days, the ceasefire should be fully observed.

"OSCE/ODIHR should arrange an evaluation million, following which they should conclude whether all the conditions required for democratic elections have been observed and whether they could be held within the set timeframe," he explained.

"In short, all the necessary conditions must be fulfilled for the elections to take place along with the observance of OSCE democratic standards and in accordance with the Ukrainian legislation," he said.

Describing the mechanics of the draft law on Donbas elections, Yeliseyev said: "The draft law itself must come from the Ukrainian Parliament, debated and voted within the walls of Parliament."

Therefore, according to him, only Ukraine's Verkhovna Rada, as a legislative body, should decide on this electoral process.

"Experts in accordance with the agreements in Minsk and within the Normandy format only work on modalities of the elections in accordance with OSCE/ODIHR standards and on the basis of Ukrainian legislation, but it is the Ukrainian parliament to decide," he explained.

"So, I'd like to reassure those who claim about voting on an allegedly unknown bill on elections tomorrow – it will be a genuine act of parliament," he added.
