Runoff mayoral election will take place in Pavlohrad – CEC head

The Central Election Commission (CEC) of Ukraine will not obstruct the second round of the mayoral election in Pavlohrad, Dnipropetrovsk region, the head of the CEC Mykhailo Okhendovsky has said.

"This second round approved by the local territorial election commission (TEC) will certainly take place. No one can reverse the resolution of the TEC, no one can obstruct the implementation of the electoral rights of residents of the city during the mayoral election runoff. The Central Election Commission for its part will make every effort to ensure that the elections in Pavlohrad on November 15 should take place. There is no reason for questioning the repeat voting at this point," Okhendovsky said at a press conference in Kyiv on Friday.

According to preliminary data, the Opposition Bloc's candidate Anatoliy Vershyna came first with 30% of the vote, followed by UKROP candidate Yevhen Terekhov with over 20% of the vote.

On October 27, the Central Election Commission adopted a resolution stating that the CEC will not allocate additional funds to the second round of the mayoral election in Pavlohrad. The CEC explained its decision by the fact that there are 90,300 voters in Pavlohrad, however, the list compiled for the October 25 election only had 89,800 voters.

Under the new electoral legislation, mayoral elections in cities where the number of voters exceeds 90,000 people are to be held in two rounds if none of the candidates receives more than 50% of the vote in the first round.

On October 28, Pavlohrad Territorial Election Commission decided to hold the second round of the Pavlohrad mayoral election.

On October 29, Kyiv Court of Appeals recognized the resolution of the Central Election Commission dated October 27, 2015 on not holding elections in Pavlohrad as unlawful and obliged the CEC to revoke the resolution.
