Rada wants to introduce direct budget financing of political parties from 2017

The Ukrainian parliament plans to introduce direct budget financing of political parties starting from 2017.

A total of 245 lawmakers supported at first reading draft law No. 2132a on amending some Ukrainian laws on preventing political corruption on Thursday.

The legal initiative envisages the improvement of legislation in financing of parties during the election campaigns and bringing Ukrainian law to international standards.

The document foresees the introduction of direct budget financing of parties from 2017. It is proposed to finance parties' activities not linked to their participation in elections in the form of the annual budget financing. Expenses of parties for the election campaign will be partially compensated.

These forms of financing would promote active operation of parties not only during the election process, but in the between-election period, reads the document. The funds will be kept on open accounts of parties at banks and it is will banned from redirecting the funds to election funds.

It is planned to authorize the Accounting Chamber and the National Agency for Prevention of Corruption to supervise the lawfulness of the use of the funds.

The parliament plans to amend the Budget Code.

Draft law No. 2138a regarding amendments to Article 87 of the Budget Code was passed at first reading. According to the document, t he budget financing of political parties are expenses of the national budget of Ukraine.
