Health Minister unveils health care system reform plan

The transition period for reforming the health care system will continue throughout the year, starting from July 2015 to July 2016.

According to the working plan of the Health Ministry, promulgated by its head Alexander Kvitashvili in the Verkhovna Rada during the presentation of a package of bills to reform the health care system, the transition period will include changes to the status of health facilities, approaches to financing the health care system, the introduction of an electronic information system, as well as the creation of a basic and additional package of services for all segments of the population.

"In July we will start work on the adaptation of clinical protocols for the calculation of the cost of medical services, from July to October 2015 we will develop model contracts for hospitals and medical staff, from September to December we plan to develop a full package of services for socially vulnerable groups," the minister said.

In addition, he said the ministry plans in August 2015 to begin the introduction of changes to the legal status of medical facilities, from September - the introduction of a single electronic system, from October to December - the development of mechanisms to calculate the financing of medical services, including the social security system for vulnerable groups. From January to July 2016 the Ministry of Health plans to implement basic and additional packages of medical services for the diverse population. From March to July 2016 the ministry plans to conduct a detailed assessment of the health system across the country to determine the level of the public's access to health care institutions.
