Actions of Heletei, Muzhenko, decision not to impose martial law led to Ilovaisk tragedy - report

The Ukrainian parliament's temporary investigative commission probing the tragedy near Ilovaisk has noted in its preliminary conclusions that these events were triggered by wrong appointments in the country's law enforcement sector, inadequate actions by Defense Minister Valeriy Heletei and Chief of the General Staff Viktor Muzhenko, as well as the president's decision not to introduce martial law in Donbas.

The commission's preliminary report states that "at the heart of the causes that led to the Ilovaisk tragedy were fundamental problems in organizing the defense of the country."

According to the commission, a single center on organizing the defense of the country – the general headquarters – was not created due to the non-fulfillment of the law on Ukraine's defense, and, "as a result, a strategic plan to use the Armed Forces and other armed groups, as well as law enforcement agencies, to repel armed aggression against Ukraine was not put into force."

In addition, commission members said that the defense of the country as "a system of political, economic, social, military, informational, legal, institutional and other measures for the protection of the state amid armed aggression" was not properly organized.

The commission said in its conclusions that there were problems with untimely funding for the needs of the army.

"The absence of a single center on organizing defense has led to a misunderstanding of the aggressor's strategic plan at every stage," reads the report.

The decision not to impose martial law in Ukraine's Donetsk and Luhansk regions was also one of the reasons that caused the Ilovaisk tragedy.

"The decision not to impose martial law led to the disruption of control over military actions, which largely provoked the Ilovaisk events," reads the report.

In addition, according to commission members, wrong personnel decisions were also a cause behind the Ilovaisk tragedy.

"Wrong personnel decisions significantly complicated the situation, and inadequate actions by Defense Minister Heletei and Chief of the General Staff and Commander-in-Chief of the Ukrainian Armed Forces Muzhenko let to the Ilovaisk tragedy," reads the report.
